The "no boundary condition" proposal had deep philosophical implications, and describing these in his popular book "A Brief History Of Time", Hawking again made enemies on a variety of fronts. Some antagonism arose from scientists irritated by the proposal's boldness and simplicity (a characteristic in fact of much of Hawking's intuitive, conceptual, approach to physics). But it was primarily because Hawking seemed to be proposing an answer to why the universe is the way it appears to be - and that answer was: because the universe is self-contained and without a Creator.
